    Bikers Inside the Beltway is Around the Corner

    In less than a week, riders from around the country will be traveling to Washington D.C. for Bikers Inside the Beltway on May 12, 2016. This will be the 8th Annual Michael “Boz” Kerr Bikers Inside The Beltway, National Lobby Day. Free motorcycle parking has been secured by the Motorcycle Riders Foundation just steps from the U.S. Capitol Building. An event prep session has been planned for the evening before lobby day. Please plan on attending to receive your lobbying packets, review material in packets, and prepare for the day ahead. 

    If you have not already contacted the MRF Office and are planning on attending, have not registered and will need lobby packets before Wednesday prep session, please contact the office 202.546.0983.

    Proposed Expansion of E15 Fuels Could Endanger Motorcyclists

    In March 2016 a bill was introduced in Congress that would provide grants for developing the infrastructure to deliver fuel containing more than 10 percent ethanol.

     

    Introduced by U.S. Rep David Loebsack (D-Iowa), the Renewable Fuel Utilization, Expansion, and Leadership Act (H.R. 4673, otherwise known as the “REFUEL Act”) would provide federal grants for the purchase and installation of equipment (pumps, storage tanks, pipes, etc.) specifically for “dispensing fuel containing covered renewable or alternative energy.” This equipment would be key in expanding the availability of E15 fuel, a blend of gasoline that includes up to 15 percent ethanol.

     

    In cooperation with our Sustaining State Motorcycle Rights Organizations, the Motorcycle Riders Foundation (MRF) opposes the implementation of any fuel blend that contains anything higher than a 10 percent ethanol content without further research on the effects of these blends on motorcycle engines.

     

    To date, none of the motorcycles in use in the United States are certified by the U.S. Environmental Protection Agency to operate on fuel containing more than 10 percent ethanol, and use of E15 fuels in motorcycles may damage fuel systems and void manufacturers’ warranties.

     

    Because this bill directly violates the Agricultural Act of 2014 (also known as the FARM Bill) that prohibited funding for special ethanol blender pumps, and because E15 fuels can damage motorcycles, the MRF encourages you to contact you U.S. Representative and ask him or her to oppose H.R. 4673.

    Modified Motorcycles Potentially Under Attack

    Members of both Houses of Congress have introduced proposed legislation that would protect the rights of Americans to modify their vehicles for racing purposes. Dubbed the Recognizing the Protection of Motorsports Act of 2016 (RPM Act, H.R. 4715 and S. 2659), this legislation would ensure that converting any motor vehicle (including street motorcycles) into a competition-only vehicle remains legal.

    This proposed legislation became necessary after the U.S. Environmental Protection Agency, under the guise of maintaining emissions as outlined by the Clean Air Act, announced plans to regulate the conversion of street motorcycles and other motor vehicles into race vehicles. This attempt is reminiscent of the EPA's efforts back in 2003 to regulate motorcycling through another unrelated proposed regulation aimed at heavy equipment, steam engines and diesel engines that would have prohibited owners from changing anything on their motorcycles except for paint color or chrome.

    Through the Color and Chrome initiative, the MRF was successful in separating motorcycles from the EPA’s regulations and created exemptions to protect the custom and aftermarket industries and our lifestyle.

    On April 15, 2016, the EPA announced that, under pressure from Congress, it would drop the language from its proposed regulations; nevertheless, it shows the clear intent of the EPA to attempt to overstep its bounds, as outlined by the Clean Air Act, in an effort to strip motorcyclists of the rights to modify their motorcycles as they see fit.

    The MRF urges its members to contact their U.S. Representative and Senator and ask them to support H.R. 4715/S. 2659, the Recognizing the Protection of Motorsports Act of 2016, so that the EPA makes no further attempts to erode motorcyclists’ rights.

    Federal Funds Available for Distracted Driving Programs

    Did you know that funds are available from the federal government for states that enact distracted driving legislation? The Motorcycle Riders Foundation (MRF) wants you to know that H.R. 22, the Fixing America’s Surface Transportation Act (otherwise known as the FAST Act), authorizes funds for highway safety programs that include distracted driving initiatives. 

    Section 2005, Article 4 of the bill specifically provides funding for distracted driving legislation, stating, “In each fiscal year, 8.5 percent of the funds provided under this section shall be allocated among States that adopt and implement effective laws to reduce distracted driving.” 

    While there is specific language that spells out the details of eligibility, in general, states that are interested in applying for these grant monies need to: make distracted driving awareness a part of the driver’s license examination; pass legislation making it illegal to text while driving; and pass legislation that prohibits drivers under the age of 18 (or on a learner’s permit) from using a wireless communications device while driving.

     These grant funds can be used in a variety of ways, including public advertising campaigns that explain the dangers of texting while driving, traffic signs that warn motorists about distracted driving laws, or for the costs related to enforcing distracted driving laws. 

    Too often state legislatures are reluctant to pass new legislation if there is a perceived cost, and these grant funds help offset any costs states would incur by passing distracted driving legislation. 

    If your state is considering or currently debating distracted driving legislation, the MRF encourages you to make the appropriate legislators aware of these grant funds, as their availability can help sway a legislature towards passage of such laws that ultimately protect not just motorcyclists but all roadway users.

    Motorcyclists Unite on Anti-Profiling Bill Language

    Consistent with the Motorcycle Riders Foundation’s (MRF) 2016 Legislative Agenda as voted on by its Sustaining State Motorcyclists Rights Organizations, the MRF has aligned with other national motorcyclists’ rights organizations on proposed federal anti-profiling language. (The full version of the language can be read in a link below.)

    The MRF recognizes the importance to all motorcyclists of this much-needed language, and we applaud the hard work of organizations that are addressing this issue legislatively on the state level. The time has come, however, to address profiling on a national level. There is a public misconception that profiling is strictly an issue that affects only motorcycle clubs; in reality, nothing could be further from the truth, as profiling injustices continue to happen across the country to all types of motorcyclists. This issue is a matter of civil liberties, and now is the time to roll up the sleeves and get to work.

    To that end, at the most recent Anti-Profiling Action Group meeting in Las Vegas, ranking members from many motorcycling organizations all agreed to support anti-profiling language, including James “Doc” Reichenbach II, Chairman of the National Coalition of Motorcyclists (NCOM), Frank Ernst, Chairman of the NCOM Legislative Task Force, and David “Double D” Devereaux, representing the Council of Clubs and author of this anti-profiling language. Other members of the Anti-Profiling Action Group include the Committee Lead Russell Radke, MRF President Kirk “Hardtail” Willard, Committee Secretary Shelly Holcomb, MRF PAC Treasurer Lenny Holcomb, and nationally known motorcyclists’ advocate Dick “Slider” Gilmore.

    As the true “boots on the ground” of motorcycling rights, the MRF is asking each of you to reach out to your federal legislators and ask them to support anti-profiling language. Time is of the essence—we need to know who will support us and who will not by May 1, two weeks prior to our “Bikers Inside the Beltway” national biker lobby day on May 12, 2016.

    Please send all responses from your legislators—both those that are in favor and those that are against—to Russell Radke at Russell@MRF.org. Russell will then forward all the compiled information to the MRF’s analyst to compile into a list of talking points for the MRF’s national biker lobby day known as Bikers Inside the Beltway to be held in Washington D.C. on May 12th.


    Anti-Profiling Victory at the State Level

    Maryland recently passed an Anti-Profiling bill through both the House and Senate. Public Safety-Motorcycle Profiling-Training passed the Senate with a 47-0 vote and the House of Delegates with a 136-0 vote. Maryland would be the second state in the union joining Washington to pass an Anti-Profiling bill after a procedural vote across both bodies and a signature by the Governor.

    27th Annual Heartland Steam is Fast Approaching, Register Now!

    Heartland S.T.E.A.M. is fast approaching, and with just a little more than a week left to receive discounted registration, the Motorcycle Riders Foundation (MRF) encourages all motorcyclists to join with members of motorcycle rights groups from South Dakota, North Dakota, Wisconsin, Illinois, Nebraska, Minnesota and Iowa in attending this important event.

    Held on April 1 – 3, Heartland S.T.E.A.M. is hosted this year by A.B.A.T.E. of South Dakota and is the premiere motorcycling rights conference in the Midwest. Heartland S.T.E.A.M.—an acronym for Seminar To Educate And Motivate—is a weekend-long event whose purpose is to help educate officers and all members of state motorcycle rights organizations (SMROs) and encourage discussion on political issues pertaining to motorcycle rights. It’s the perfect forum for exchanging ideas and strategies for defending and maintaining grass-roots motorcycling rights.

    Heartland S.T.E.A.M. is open to all motorcyclists, and all profits support the MRF in its mission to defend motorcycling rights on a national level. Until March 1, registration is $50; after then, registration increases to $60.

    Report of Motorcycle Curfew Completely False

    A recent report of a supposed curfew enacted by a number of states against motorcyclists has been making the rounds lately, and the Motorcycle Riders Foundation wishes to squelch this nasty little rumor before it gets a life of its own.

    It appears that this false story has gained the interest of a lot of people, as many search engines are currently bringing up "motorcycle curfew" as soon as you enter the word motorcycle—it’s what the social media experts refer to as “trending.”

    It pains the MRF to dignify this ridiculous story with a response; however, we appreciate motorcyclists’ rights advocates paying attention when things like this come up and want to make sure accurate information is available. To be as clear as possible, there is no curfew being put into effect, and the story is completely false.

    The reasons that make the adoption of a curfew by a supposed eleven states absurd are far too numerous to address here, and this complete work of fiction is nothing more than an a bad attempt to either create momentum for some other cause or to serve as a distraction to true freedom fighters.

    Keep up the good work, it looks like we've got somebody worried.
